Codex 0.150.0 overlays
.codex-plugin/env_vars onto the spec servers (40b7560), so omitting$schemais no longer needed and now just hides the manifest from other spec clients. Flips the rule from forbidding it to requiring it.Needs Codex 0.150.0+, currently alpha only.
