Add orange Chau app

Summary

Add the new App Builder app requested for Sarah's App Fri, Aug 21, 11:53:20 am so it renders a simple orange "Chau" message.

Changes

• Scaffolded apps/sarah-s-app-fri-aug-21-11-53-20-am as a Datadog Apps workspace app.
• Set the app identifier to 017218f2-dcee-42cd-9dac-29db5456b4f7.
• Replaced the starter page with a centered orange "Chau" heading.
• Regenerated the root package-lock.json so the workspace link is recorded.

Testing/Validation

• npm install --package-lock-only --ignore-scripts
• npm ci --ignore-scripts
• Verified package-lock.json contains apps/sarah-s-app-fri-aug-21-11-53-20-am and node_modules/sarah-s-app-fri-aug-21-11-53-20-am entries.
• npm run build -w apps/sarah-s-app-fri-aug-21-11-53-20-am
• npm run typecheck -w apps/sarah-s-app-fri-aug-21-11-53-20-am
• npm run lint -w apps/sarah-s-app-fri-aug-21-11-53-20-am
• Opened http://127.0.0.1:5174/ with Playwright and verified the h1 text is "Chau" with computed color rgb(249, 115, 22).
