Fix Japan time zone name for managed exports

🛠️ Description

Change the managed exports time zone value for Japan from Japan to Tokyo.

Azure Cost Management exports recognize Tokyo as the supported time zone name. Using Japan causes managed export deployment validation to fail.

I opened a corrected PR from my fork with the intended Bicep changes: #2236

This PR was accidentally opened from microsoft:main and does not contain the file changes, so the corrected PR supersedes it. Sorry for the confusion.
