Copy of internal PR !660 as prepared by Cormick, I just rebased it and updated to the latest patch release updated it to fix compilation on Windows.

[build] Update to V8 15.2.124.12

Rebase the wasm memory.discard patch onto 15.2: SharedFlag became
base::StrongAlias<SharedFlagTag, bool> upstream, so SharedFlag::kNo no
longer exists. Test the flag directly instead, matching the idiom
upstream now uses in wasm-module.h.
