Add mandeye Windows deploy script and CI wiring - #462

Bundles built mandeye exes/DLLs, proj.db and a sample geoid/GPX into a release zip named after the git tag and commit, and runs it in the Windows CI workflow, uploading the result as an artifact. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
