By creating an internal class (e.g., `_PRInspector`) initialized with the function's parameters, you can extract the complex sequential logic into smaller, focused private methods (e.g., `_handle_state_a`, `_handle_state_b`). The original function then simply instantiates this class and calls its primary execution method (e.g., `return inspector.inspect()`), successfully reducing complexity while preserving the public API signature for all existing callers.
