RCA/feasibility: closing unmerged as superseded by the active scheduler safety architecture. PR #828 replaces the pre-existing monolithic pr_review_merge_scheduler.py with a small auditable independent-approval policy facade plus scripts/ci/_pr_review_merge_scheduler_core.py, and changes the exact merge-authorization contract at the same time. This PR refactors the old monolithic inspect_pr implementation into a method object on protected-main shape, adding ~470/-326 lines without fixing a distinct current defect. Applying it before #828 would create immediate structural conflict and applying it after #828 would require redesign against the new core anyway. Complexity work should be measured and reconsidered only on the protected architecture after #828 integrates; it must not compete with the security-boundary writer.
