perf(vapor): more efficient renderList update algorithm

Blocking by #13278

Compared with the original algorithm, the new algorithm will first try to reposition the new row sequentially. If the positioning fails, it will be appended to blocksToMount sequentially. The order of blocksToMount is guaranteed during insertion, so in the end, you only need to mount blocksToMount items one by one at a time. This removes the reliance on the getSequence algorithm.
