chore: upgrade pg_tle

Pulling in
https://github.com/aws/pg_tle/commit/c8767fb0f5c18bbcc4ff1f5a76a78d4bc7aef93b
allows us to remove the workaround migration that involved
creating/dropping pg_tle on init and restores, which is causing issues
under restores if tle extensions have been installed on top.
