Draft changelog: Sep 17 entries for DM media and Activity like payload

Summary

Adds two changelog entries covering user-facing changes shipped since the Sep 16, 2026 entry.

Changes

• Sep 17 — X API v2: Download DM media endpoint (GET /2/dm_conversations/media/{dm_id}/{media_id}/{resource_id}) is now surfaced under Direct Messages > Lookup in the sidebar.
• Sep 17 — X API v2: Documented liking_user_id field on the Account Activity like_events payload, plus the accompanying entry in the event users array.

Context

Merged PRs since the last changelog were mostly docs cleanup (legacy twitter.com link replacements, U13 opt-out link fix, OpenAPI regenerations that only reordered scope arrays). The two entries above are the only user-facing product-affecting changes in the window.
