Rationale for this change
Depends on #8739.
Tracking issues: #7882 and #8769.
Union nullability semantics are still unsettled. Implementing the non-nullable subset gives us a useful canonical representation now and concrete experience to inform that design, without prematurely committing to null behavior.
What changes are included in this PR?
Adds a sparse canonical
UnionArray, including structural compute and the integrations needed to use, serialize, canonicalize, and compress it. Null unions, nullable children, and null-producing operations remain intentionally unsupported for now.
