Adds a new test case `test "HashMap resize OutOfMemory"` to `echo-core-zig/src/data/hashmap.zig` to specifically verify the map's behavior when memory allocation fails during a resize operation. Utilizing `std.testing.FailingAllocator`, the test triggers a failure on the `resize` function's internal reallocation and validates that the hash map does not panic or leak and correctly returns `error.OutOfMemory`, while keeping its items and internal structure intact.
