Why: Vercel needs typed issue-source events before Workflow serializes or encrypts stream chunks.
What: adds an optional world observability reporter and a best-effort core helper frameworks can call during execution.
What: posts those events from the Vercel world without changing workflow execution or stream persistence.

experimental_reportObservabilityEvent is exported from index.ts but missing from the workflow/index.ts entrypoint, causing an unresolved named import (bundle failure) for files mixing use step and use workflow functions.
