test(discovery): add harness unit tests

• add bootstrap and canary coverage
• add matching, reporting, runner, scoring, and snapshot tests

Validation

• Python AST parse
• git diff --check

Dependency note

These tests import other currently untracked discovery and harness modules and will become runnable when those modules are committed separately.
