Adds the endpoint-facing discovery layer:
This is PR 2 of 5 functionality-based PRs. It targets main directly and is not stacked on another feature branch. It remains draft until PR #106 supplies the shared contracts, redaction, and coverage foundation through main.
Validation of the combined five-PR result: 218 tests passed; Ruff passed.
Replaces the host-inventory work from closed PRs #96-#97.
