Fix board autorouter inheritance in routing phases

Summary

• resolve each routing phase autorouter from the board when the phase has no explicit override
• preserve board autorouter inheritance for the synthetic pre-reroute phase
• add visual regression coverage for declared and implicit phase plans

Testing
