Document OpenAPI HTTP endpoint access configuration

This PR updates documentation based on strapi/strapi#26574.

Adds a new Configuration section to docs/cms/api/openapi.md documenting the new server.openapi access configuration introduced in strapi/strapi#26574.

The new section covers:

• The content-api and admin sub-keys and their access property
• Valid access values for each endpoint (disabled, public, authenticated)
• Default behavior (both endpoints disabled by default)
• A JS/TS config example exposing both endpoints
• A caution note for invalid access value combinations that throw at startup
