The kolla-ansible-ubuntu-swift job no longer exists, drop it from the project config to get rid of the config error. Fixes for unmaintained/2024.1: Drop secrets that are no longer valid and the publishing jobs that were using them. We shouldn't push images for eom branches anyway, these all were failing for a long time already. Also drop the experimental no-wheels-cache jobs, they make no sense for a branch that is this old.
