Why

Publish the selected homepage headline and unblock the website build on hosted CI.

Changes

• Set the hero to “Update pipelines.” / “No downtime.”; preserve supporting copy, artwork, layout and the visible per-view promotion limit.
• Assert the exact headline in the existing static/no-JavaScript hero test.
• Pin website CI to Node 22.23.4: the broad 22 selector chose cached 22.23.3, below Astro’s >=22.23.4 engine requirement. No dependency or runtime changes.

Verification

• Node 22.23.4: nine website browser tests passed; production build, 97 pages/zero broken links and 47 canonical pages passed.
• Desktop/mobile light/dark rendered checks: exact two-line headline, no overflow, zero accessibility violations; screenshots inspected.
• Locked dependency sync, YAML validation, whitespace and private public-repository scans passed.
• Website-only delivery; no package release requested.
