Now that I've created this PR I realize that much of it is some utilities for testing and Dockerizing it for inclusion in StartOS packaging.
The main change is to add me server as a bootstrap server in relay/src/http.rs:80

We should have at least a few bootstrap servers that don't rely on DNS+TLS.
