Bump EVM finalized state availability config

Summary

Bumps chainlink-framework/multinode and chainlink-evm to enable the EVM finalized-state availability health check in core config/docs.

The health check is disabled by default and can be enabled per EVM node pool with FinalizedStateCheckFailureThreshold.
