The server's CLAUDE.md imported this file, so both loaded together and stated the same coding principles and development cycle twice. One file now covers all three repositories. A CONTRIBUTING.md is the right home for contributor guidance here once the project takes contributions.

@-imported this one, so both loaded into every session and stated the same coding principles and development cycle twice, in wordings that had already drifted apart. One file in the server repository now covers all three.Also drops the two README references to the deleted file: its line in the layout tree, and the release step that pointed at it for the release-notes shape.
Nothing here enforces anything on contributors today. When the project takes them, CONTRIBUTING.md is the better home.
