project deploy validate overrode the shared testLevelFlag default with a static RunLocalTests, so passing --tests without --test-level sent runTests with testLevel=RunLocalTests and the Metadata API rejected it: "INVALID_OPERATION: runTests can only be used with a testLevel of RunSpecifiedTests".
