This PR replaces Biome with Rslint and Prettier to align linting and formatting with rsbuild-plugin-template. It updates the lint scripts, pre-commit hook, VS Code recommendations/settings, and lockfile, and adjusts small code/test fixture issues required by Rslint recommended rules.
