Upstream statically links a prebuilt OpenSSL that only exists for their own platforms; we link the manylinux_riscv64 image's system OpenSSL dynamically instead and let auditwheel vendor libssl/libcrypto into the wheel.

The manylinux_riscv64 image's system openssl.cnf applies RHEL-style
crypto-policies that reject SHA1 signing/verification, causing 11
real test failures. That config file isn't bundled by auditwheel
(only the .so is), so it never reaches the shipped wheel - it's an
artifact of testing inside the build container. Set OPENSSL_CONF=/dev/null
for the test phase only.
