Add must-run gas plants

Context

For a certain project, the goal is to introduce two must-run gas-fired electricity plants, based on existing dispatchable gas-fired electricity plants. These are the CCGT gas plant and the gas turbine plant.

This means that the current CCGT gas plant and gas turbine plants will be renamed to dispatchable, including all related dependencies. Subsequently, duplicates of both plant types will be created and redefined as must-run.

Initially, this will only be implemented for the future year, meaning that no additional data needs to be read from the dataset.

Implemented changes

Existing nodes:

• Rename existing nodes to _dispatchable
• Rename existing edges, inputs
• Change use in queries and SGQs
• Rename related CCS node, edge, inputs and change use in queries and SGQs

New nodes:

• Copy new nodes, edges, inputs, queries and SGQs, and rename to _must_run
• Reexport ETLocal datasets
• Update efficiency input

I see the myc queries (queries used in Collections, or formerly multi-year-charts) have been updated / added, but the reference in Collections needs to be fixed as well.

Could you open a branch in the multi-year-charts repo, and then update the files installedProductionCapacity.ts and the locales files en.json and nl.json.
