This PR adds functionality to automatically determine the correct
maxProofsVerifiedandfeatureFlagsvalues for dynamic proofs from a given ZkProgrammable. Used for consumption in other circuits by callingdependency.dynamicProofType().This PR also integrates this change into the protocol circuits (BlockProver mainly)
