Bumps the transitive js-yaml dependency in yarn.lock from 3.13.1 to 3.15.1 (still resolved under js-yaml@^3.13.1, primarily via eslint).

This is a lockfile-only Dependabot update with no application source changes. The newer js-yaml release line includes security hardening (e.g. merge/<< prototype pollution fixes, loader limits, and !!omap duplicate-key performance fixes) that apply wherever eslint (or another tool) parses YAML through this package.
