refactor: rename auth.disableLocalStrategy to auth.localStrategy

Summary

• Renames the auth.disableLocalStrategy collection-config property to auth.localStrategy, flipping the polarity to remove the double negative (disableLocalStrategy = false).
• Default is true (enabled). Object form is now { enabled, disableFields?, optionalPassword? } — disableFields (inverse of the old enableFields) controls whether the auth fields stay in the schema when the strategy is off; optionalPassword is preserved.
• Ships a rename-disable-local-strategy codemod so upgrading configs is one command.

• Codemod (packages/codemod/src/transforms/rename-disable-local-strategy/) with input/output fixtures + idempotency + no-match tests; registered in registry.ts and README. Transforms:
  • disableLocalStrategy: true → localStrategy: false
  • disableLocalStrategy: false → property dropped (new default is enabled)
  • disableLocalStrategy: { enableFields: true } → localStrategy: { enabled: false, disableFields: false }
  • disableLocalStrategy: { optionalPassword: true } → localStrategy: { enabled: false, optionalPassword: true }
• Docs updated: docs/authentication/{overview,custom-strategies,api-keys}.mdx, packages/payload/skills/payload/reference/ADVANCED.md.
• Tests updated: test/auth/config.ts, test/auth/int.spec.ts, test/auth/custom-strategy/config.ts, test/auth-session/config.ts.

• pnpm run build:core — all 27 core packages built cleanly.
• pnpm run test:int auth — 97/97 auth integration tests passed.
