Add GeoJSON FeatureCollection boundaries for Tesla Dallas and Houston service areas. (sourced from reverse engineering Robotaxi app: https://apps.apple.com/us/app/tesla-robotaxi/id6744257048)
Update the existing Tesla Dallas and Houston
service_createdrows to reference the new boundary files insteadof point-coordinate placeholders.
