remove ring

The Rust ecosystem at large has been migrating from ring to aws-lc-rs for a few years and it's now at the point where we are nearly able to remove ring from our dependency graph.

The actual problem this solves is avoiding the painful rebuild times while running cargo xtask releng due to ring's extreme caution around environment variables impacting how it builds its non-Rust code. This has supposedly been fixed upstream but there hasn't been a new release in 15 months.

Depends on:

• update reqwest to 0.13 omicron-package#78
• switch from ring to aws_lc_rs sprockets#102
• update tokio-rustls to 0.26, rustls-pemfile to 2.2, dropshot to 0.17.1 crucible#1950 (and also this landing in Propolis? not sure)
• update pinned dpd-client to version from R20 #10632

TODO:

• add a CI task to prevent ring from slipping into the dependency graph again
