Purpose

Move help HTML files pseud-icon-comment.html, icon-alt-text.html, and collection-name.html to HTML erb files icon_comment_text.html.erb, icon_alt_text.html.erb, and collections_name.html.erb. Also update link_to_help for these modals to link_to_help_modal, and add redirects to routes.rb.
