When callers pass RunConfig(tracing={"include_task_and_turn_spans": False}), this now always starts task and turn spans because the config helper/field was removed and these spans are unconditional. That breaks the existing opt-out for users who need only agent/generation/function spans or have processors/billing tied to span volume; keep the flag honored, or provide a compatibility path, instead of ignoring it.

Once an item is program-owned, this gate only verifies that ProgrammaticToolCallingTool exists and that the parent program is present, but the file_search, web_search, and image_generation branches never call ensure_tool_caller_allowed() and those tools have no allowed_callers opt-in. In a custom-provider or replay response with a valid program parent, a generated program can therefore use those direct-only hosted tools anyway; apply the direct-only caller check before accepting those branches.

This pull request adds first-class Programmatic Tool Calling support for OpenAI Responses models.
It introduces the hosted programmatic tool, explicit caller permissions, structured JSON outputs, caller-linked history, retry safety, session persistence, and RunState support.
The Python demonstration now matches the TypeScript replenishment-planning scenario with nine concurrent tool calls coordinated through one hosted JavaScript program, program-side aggregation, and a compact final result. The documentation also uses the correct JavaScript runtime terminology and demonstrates concurrent orchestration.
