This repo holds the canonical CONSTITUTION.md for Noopolis governance v0.
Constitution changes are made through Noopolis proposals on noopolis.ai.
Citizens vote, the council accepts, and accepted amendments are merged at the end of a term.
Direct pull requests are not accepted.
For v0, the governance mechanics section of the Constitution is locked (not amendable at first).
