Bumps @node-core/ui-components from 1.7.1 to 1.7.3 (via npm update) to address nodejs.org#9018. No local component code changes—the site still imports the same @node-core/ui-components modules for layout, navigation, footer, and sidebar.

The refreshed package-lock.json also resolves newer versions of related toolchain and transitive deps (e.g. @node-core/doc-kit, Radix UI packages used by ui-components, rolldown/shiki under doc-kit, and dev tools like eslint / typescript-eslint).
