docs: add Cyber/SOC dashboard concept

Summary

• Add a self-contained Cyber/SOC-style dashboard prototype under docs/cyber-soc-dashboard.html
• Use dark command-center layout, alert severity cards, realtime log preview, network flow map, proxy-pool status, and subsystem load sections
• Keep the page static so it does not affect Rust bridge runtime behavior

Notes

• This is a visual concept only; no bridge runtime data is loaded.
• Intended as a future direction for a web operations console connected to /health, /metrics, and structured logs.
