Documents the useClusterIP field of UpstreamSettingsPolicy in the Upstream Settings Policy guide.

The field shipped with the UpstreamSettingsPolicy useClusterIP feature but was not documented (the guide covered zoneSize, loadBalancingMethod, and keepAlive only). This adds a "Route upstream traffic to the Service ClusterIP" section with an example policy, verification steps, and a note about the load balancing trade-off and the Service types it applies to.

Complements #2116, which documents the equivalent global NginxProxy setting.

Companion to #2116, which documents the equivalent global useClusterIP setting on the NginxProxy resource. This PR covers the per-Service UpstreamSettingsPolicy field, which was already shipped but not yet documented.
