docs: explain reporting diagnostics at startup - #89

Adds a "Report automatically at startup" section to Diagnose a connectivity issue.
Dashboard-initiated reports only work while the endpoint is online, which is no help for a user whose app fails to connect and gets closed.
client.net_diagnostics(true)has the endpoint push its own report instead — no capability grant, noClientHost. Shows it spawned in a task so it doesn't block startup.Pairs with n0-computer/iroh-services#99, which makes the example upload by default.
