Description
There are definitely some considerations here about permissions management (e.g. SA project-level IAM access management) but they are systemic issues that will require addressing later regardless of this implementation. I'm opting for making a single toggle in the project module as opposed to splitting the API enablement from the permissions management. This may need some iteration, particularly if the cloud assist principal needs to be granted other roles.
