Fixes: #14352
Build Tools for VS 2022 changed the Windows 10 SDK package version (downgraded it) so we need to update the install command.
This also addresses feedback that the full command is easy to miss because it bleeds off the edge of the view. The command now looks more like the Markdown rendering of a single backtick instead of 3, which is unfortunate, but I haven't been able to get the walkthrough renderer to apply the word wrapping style in a
codeorpretag. I'm prioritizing the visibility over the look.
