this feels like a downgrade here, can we not move that nuget.config to eng and have it something like nuget.ado.config or whatever else.

I have moved nuget.config to eng directory.

This pull request makes a minor configuration change to the build pipeline by updating the network isolation policy.
eng/common/pipelines/templates/1es-redirect.yml: Set thenetworkIsolationPolicytoPermissive, CFSCleanin the pipeline parameters.
