Upgrade CI agents to Windows Server 2025

Description

Upgrades the CI/CD build agent images to Windows Server 2025.

Type of Change

Erase all that don't apply.

• New feature (non-breaking change which adds functionality)

Why

• Windows Server 2022 prevents full migration to PowerShell 7 (a couple edge cases fall back to Windows PowerShell).
• Windows Server 2025 image includes Visual Studio 2026, which is already the default for development environments.
• Node 24 is preferred over Node 22.

What

• Upgrades pipelines agentt image to rnw-img-vs2026-node24.
  What changes were made to the codebase to solve the bug, add the functionality, etc. that you specified above.
• Moves installation of global Node packages into CI, no longer including them in the base image.
• Disables rn doctor until the base image includes wmic.
