Add beta.23 binary sync support

What changed

• replace local package artifacts with published @mdbase-dev packages at 0.1.0-beta.23
• support binary request and response bodies in the Connect transport
• add vault-backed binary file reads, writes, moves, deletes, and digests
• declare and import the beta.23 file capabilities
• rebuild the checked-in plugin bundle

Why

The Obsidian consumer needs a complete binary-capable boundary before applications can attach images and other files to records.
