What changed
Adds the Obsidian host binding for mdbase event/action interoperability. The bridge derives caller identity from loaded plugin instances, validates registrations and payloads, removes registrations on unload, and stays disabled by default behind an explicit local-interoperability setting. Bumps the plugin to 0.3.1.
