Summary

publish the canonical Runtime 0.2 standard pack as ordinary mdbase contracts, schemas, and implementing types
include event/action artifacts while keeping installation passive
add deterministic synchronization from mdbase-spec and pin the verified TypeScript implementation

MDBASE_SPEC_DIR=../mdbase-spec npm run sync:runtime
npm test (13 contracts, 2 packs; dry-run, install, idempotency, and implementation checks)
