Apply targets when minify is off

This pull request updates LightningCSS.transform and LightningCSS.bundle to apply targets whether or not minify: true is passed.

Before

LightningCSS.transform(".a { user-select: none }", targets: { safari: 12 }).code
# => ".a {\n  user-select: none;\n}\n"

LightningCSS.transform(".a { color: lab(50% 40 59) }", targets: { chrome: 80 }).code
# => ".a {\n  color: lab(50% 40 59);\n}\n"

After

LightningCSS.transform(".a { user-select: none }", targets: { safari: 12 }).code
# => ".a {\n  -webkit-user-select: none;\n  user-select: none;\n}\n"

LightningCSS.transform(".a { color: lab(50% 40 59) }", targets: { chrome: 80 }).code
# => ".a {\n  color: #bf5702;\n  color: lab(50% 40 59);\n}\n"
