#184 undelegates accounts during finalization for the undelegation requests that come from the owner-program. This PR extends that to the requests that come from the validator. So this PR effectively makes the standalone
Undelegateinstruction obsolete.In other words:
Commit + Finalize + Undelegatebecomes 2 ix-setCommit + Finalize.CommitFinalize + Undelegatebecomes 1 ix-setCommitFinalize.This PR is 100% binary backward-compatible.
