This refactors `Config` to extract two new subclasses, `DefaultConfig` and `RepositoryConfig`, which are used to logically and semantically indicate the purpose of a given `Config` object. This also substantially improves the documentation for the existing `Config` class.

This refactors

This also substantially improves the documentation for the existingConfigclass.This pull request, which is a subset of the changes initially proposed in #1473, should be the last refactor step in preparation for implementing that new feature.
