Drop the unreachable if @elixir_newer_1_12 branch in Tzdata.Util and retarget CI to a single matrix entry at Elixir 1.16.3/OTP 26.2. The test_older_elixir job is removed since the minimum is now the main matrix. Travis is dropped in favour of GitHub Actions. Moduledocs and README updated to reflect the new minimum.

Bumps the minimum Elixir to 1.16. CI moves to a single matrix entry at 1.16.3/OTP 26.2; the
test_older_elixirjob and Travis config are dropped since the minimum is now the main matrix. The unreachable@elixir_newer_1_12branch in Tzdata.Util is removed.Three atomic commits, one per concern: parser warning fix, lockfile refresh for hackney 4.x, and the Elixir minimum bump.
