fix(template): normalize provider DB labels

Summary

• normalize KubeBlocks Cluster labels after provider template deployment so Brain DB discovery can find embedded DBs
• infer DB provider labels from existing clusterdefinition/spec/kb.io database metadata for PostgreSQL, MySQL, Redis, and MongoDB
• keep provider deployment creation in the create-resources step while applying the post-deploy label patch there
